Like Ronaldo, he is a client of super agent Jorge Mendes, which makes a summer transfer likely.
Marquinhos has emerged as one of Europe's best defenders at French giants PSG, but is under contract at the Parc des Princes until 2022.
It is believed it would take a large sum to prise him away from Paris, but Perez is keen to strengthen the club's backline immediately.
Luiz has dropped down the pecking order under Antonio Conte after falling out with the Italian following Chelsea's 3-0 Champions League defeat by Roma in October.
The 30-year-old was subsequently made to train alone and was dropped for the game against Manchester United and left on the bench against West Bromwich Albion and Liverpool.
Luiz has already been ruled out of Chelsea's game with Swansea City on Wednesday, but could make a switch to Spain in the New Year.
